Eva Morales, who works in her dining room, can sometimes feel her house shake from the Westway Feed Products structures, which border her home on two sides. Morales moved to the community in the second grade and raised her children there.
Manchester, a small and impoverished community in southeastern Houston, is nestled between the Houston Ship Channel and several sprawling industrial facilities, including the Valero Houston Refinery, Westway Feed Products -- shown at right -- and Texas Port Recycling. The Environmental Protection Agency has identified dangerous levels of pollution in the Manchester air.
