Dave Smolensky, a consultant, looks at an HVAC system, which is manufactured in the United States, before it's added to a train car at the Chicago CRRC Sifang plant. CRRC Sifang received its first trains to be assembled in May of 2019 and is still training its employees.

Congress is considering legislation that would block the federal government from purchasing trains and buses from companies that are made by state-owned companies. The measure takes aim at a particular Chinese company, CRRC Sifang, which has set up a factory in Chicago's south side to manufacture trains for the city's subway.
