Work in Progress: Elsie Eiler is the sole resident of Monowi, Nebraska's smallest town. She has been the mayor, the bartender, the tax collector and the settler of disputes for the town's tavern since her husband's death more than a decade ago. The once-booming railroad town now reflects the century of American life it contained: books collect dust in the one-room schoolhouse, tourists discard an empty beer case in the tall grasses along main street and old photographs reveal a glimpse of the people of the Great Plains.
