Sandra Vigil thought she had a secure job. The bus driver for Loudoun County, Va., transported federal employees and other workers from suburban homes to Washington jobs. The hourly pay was less than she made as a school-bus driver, but it was consistent because she wasn’t laid off during the summer and school breaks.
