While the cafe had still been open for delivery and takeout, Friday marked its first day of customers returning for outdoor dining service. “The lack of socialization that I think is getting to everybody,” Paula Ham said.
Outside of Northern Virginia near Washington, D.C., the commonwealth has entered phase one of lifting business restrictions due to the Covid-19 pandemic. Beauty salons, restaurants and other nonessential businesses are now open in a limited capacity.
